Reports to:                Managing Director/Chief Executive Officer

Supervises:                Business Analyst; Field Application Administrators; Developer; User Experience Designer and Tester/Network Admin

Collaboration:          Head Enterprise Management and Finance/Account
Job Classification:     Management

Job Summary
We are looking for a Technical Officer who will be responsible for establishing the company’s technical vision and leading all aspects of technology development, according to its strategic direction and growth objectives.
Responsible for planning, coordinating, and executing the organization’s technical processes from start to finish, making sure that all Technical Operations staff work strictly within technical guidelines of project management and operational governance

Principal Duties and Responsibilities
STRATEGIC DUTIES:
Manages the daily activities of the organisation IT operations unit and its equipment.
Develop technical aspects of the company’s strategy to ensure alignment with its business goals
Responsible for planning and achieving budgets, goals, and business objectives. Implements and maintains enterprise-wide IT system tools and ensures scalability.
Follows established operating policies to mitigate risk and shall be responsible for one or more of the following responsibilities: information systems operations activities, computer operations, data entry, data control, operations support, or operating systems programming.
Develops and directs all networking safeguards to reduce the risk of outside breaches and protect sensitive internal and external client information
Create and maintain the best practice standards for technical operations.
Identifies, compares, selects and implements technology solutions to meet current and future needs
Manage Business Analyst, Field Application Administrators, Developer, User Experience Designer and Tester/Network Admin.
Develop, implement and review standard operating procedures
Coordinate and participate in projects to design, develop, program, test, install and maintain specialized technical operations.

TACTICAL DUTIES:
Prepare work specifications and project schedules
Ensure that employees carrying out technical operations have the necessary equipment and support to complete projects on time
Assign and coordinate work assignments and resolution of critical technical and procedural problems.
Manages subordinate staff in the day-to-day performance of their jobs. True first level manager.
Ensures that project/department milestones/goals are met and adhering to approved budgets.
Works closely with Marketing, Business Development and Operations to define and deliver new products and enhancements
Extensive knowledge of department processes
Consistently evaluates technical efficiency and makes changes as necessary
Manage budgeting and purchasing activities for technology procurement. Work with Enterprise Management to coordinate the ordering, receiving, and payment activities related to the acquisition of new technology.
Perform other duties as assigned by the CEO.

Competency and Skill Requirements
Knowledge of technological trends to build strategy
Understanding of budgets and business-planning: Intermediate business acumen i.e. financial and commercial knowledge.
Ability to conduct technological analyses and research
Leadership and organizational abilities
Strategic thinking:Problem-solving aptitude
People management skills
Advanced presentation skills.
Advanced customer service orientation.


Minimum Qualification (Education & Experience)

  • Excellent communication skills, both oral and written
  • Strong interpersonal and leadership skills
  • Exceptional project management and organization skills
  • Successful in fast paced and quick changing environments
  • Technical expertise in web systems architecture, development
  • A bachelor’s degree in Computer Science, Information Technology (IT), Project Management, engineering or related technical field
  • Professional certifications may be an advantage, MBA or other relevant graduate degree is a plus
  • At least four to five years of experience in a related technical leadership position
